Appendix 2500. General fund.

There is hereby established a general fund for the purpose of depositing therein all moneys that are unrestricted in their use. All moneys received by the city, regardless of their source, shall be placed in this fund provided that the use of such moneys is not restricted by law to a particular purpose. Before any expenditures are made from the general fund after July 30, 1983, all such expenditures shall first be budgeted in accordance with article II, chapter 6 and any other budget procedures adopted by the city council.
